Abstract
In the article the analysis of development of building sector in the Russian Federation from 2008 up to the present year is given. The conclusions singled out in this work were confirmed by a considerable volume of statistical data on different factors of development of building sector of the Russian Federation.

DIALECTICAL APPROACH OF MANIFESTATION OF NEEDS IN ORGANIZATIONAL CHANGES
Abstract
In the article the antagonisms as the main source which forms necessity in organizational changes are viewed. In turn antagonisms are connected with modern paradigms of management which are preconditioned by the necessity of orientation on market. The constructive definition of the concept of organizational skill is given. The antagonisms are classified on three levels. The necessity to use the category of «meaning» in activity connected with changes is explained. Two perspective social tasks the decision of which will increase the effectiveness of management of organization and changes in it are formulated. The general order of realization of developmental changes is defined.

In the article the condition of Russian enterprises from the position of their competitiveness is analyzed, their dependence on stakeholders in the conditions of ecological responsibility of business is shown. Recommendations about a choice of types of behavior which are most suitable for management of different groups of stakeholders are made.

In the article the causal effect between the sources of competitiveness of goods and economic consequences of their changing is established. The complex mechanism of research of sources of competitiveness is developed in this work allows to get an estimate of influence of various factors of competitiveness on enterprise functioning and develop effective program of organizational and economic measures.

In the article the results of research of different points of view on an organization as on an object are presented. Two models which can be used by the organizations of any nature and difficulty at realization of developing and improving actions are presented. Organization as a social system is represented in the form of a model. The elements of this model which are connected by aim in an integrated integrity may and should be viewed as a subject area for changes at increasing organization effectiveness. Ontological level allows to reveal the essential structure of organizational system. The matrix of organizational system for the definition of «place» of appearance and solving of organizational problems is presented.
