Two models which can be used by the organizations of any nature and difficulty at realization of developing and improving actions are presented. Organization as a social system is represented in the form of a model. The elements of this model which are connected by aim in an integrated integrity may and should be viewed as a subject area for changes at increasing organization effectiveness. Ontological level allows to reveal the essential structure of organizational system.
