Abstract
In terms of modernization of domestic economy the question of formation of modern human resource potential raises rather sharply. By the efforts of some regions the process of establishing an integrated system of training and education of innovators began. Stable functioning system can efficiently use the human potential of individual subjects of the Russian Federation.
