Organizational and economic instruments serve for ensuring and development of the own competitiveness of the university and consolidation of its position on the market of educational services and labour market. System of education in Russia needs the presence of effective market instruments of ensuring and increasing competitiveness, ensuring all the system of education on the goal-oriented, sustainable functioning and complex development.

In the article the realization of projects of construction of low-rise development for all categories of citizens with the application of industrial methods in accordance with the ecological requirements. The results of the analysis of the monitoring of the situation formed with the low-rise housing construction in the urban district of Samara. In the course of investigations there were identified five factors that effectively stimulate the given process and fourteen factors that restrain organization and realization of low-rise development. Examples are provided: nonfulfillment of governmental instructions; application in the urban district of Samara of organization of construction within the frameworks of municipal and private and public private partnership on the territories of low-rise development; difficulties and advances of realization of federal and government programs of relocation of citizens from emergency and dilapidated dwellings on the territory of the Samara Region etc.

In this article, based on the analysis of the basic principles and factors that influence the formation of competitiveness of Russian industries, the authors propose a concept to improve their efficiency.

In the article the problems of application of International Accounting Standards to the Russian standards and existing norms of the tax code are analyzed. Accountable processes for the enterprises of small and medium–sized enterprises are estimated.

In the article the main issues of improvement of methodical activity of the university as the main factor of competitiveness and organization of an academic activity and all learning activity of educational establishments on the market of educational services are presented. It is revealed that the issues of improvement of methodic activity lead to the quality change of basic educational and scientific indicators of an educational institution, thus continuously forming stable positions of university in rendering educational services on the market in reference to the other universities-competitors.

The article defines the essence of the concept of brand-oriented control system of industrial enterprise communications, a hierarchy of strategic objectives of the enterprise communications management is proposed, the elements of the mechanism of brand-based communications management of a company are analyzed and the semantic description of the main features of the brand-oriented management of the enterprise communications is presented.

The results of industrial enterprises diagnostics that have been fulfilled to organize an implementation of consulting projects for raising level of industrial enterprises activity organization are viewed.

In the article the author shows the close relationship of concepts such as «investment activities» and «innovation activity». Definitions of these terms, taken from the legislation acts are given. It is also clearly demonstrated by the ratio between investment and innovation. Later in the text, the author argues for the support of this ratio. The causes of capital intensity of innovative activity are listed.

In the article the analysis of methods of efficiency of functioning of enterprises is carried out. The model of increasing efficiency of functioning of enterprises on the basis of using results of the given methods is suggested. Ways of increasing efficiency of functioning of enterprises are shown.

The article is devoted to the analysis of an important problem – dependence of domestic production from import production. The author sees the possibilities of import substitution in the development of science and technology potential of Russian machine–building complex that is the basis of material and technical base of industry as a whole.

The article analyzes the issues of nature and factors of human capital formation, peculiarities of development of the human capital in Russia, its role in the progress of economy and society as a whole. Education system as the main field, which determines the level and quality of Russian human capital is viewed.

In the published article the mathematical model of dynamics of development of investments in manufacturing company in the conditions of change of production technologies. Coupled nonlinear differential equations for the balance of such an enterprise, which takes into account the effects of continuous distribution of input in the production of domestic and foreign investments are built.

The article defines the main aspects of creation of a subsystem of access to personal data on the basis of the linear recurrence sequences mathematical apparatus of defined over primary order finite rings. Subsystem index takes into account aspects of the elements appearance on linear recurrence sequence cycle.

Proposed in the article system of analysis allows us to focus on identifying the nature of impact of subjective factors on economic development and emerging actual results. Of fundamental importance in this approach becomes a focus on methodological problems of formation of concepts and methodical solutions that focus on the analysis of economic agents interacting in the process of creating conditions for development in the systems and get objective evaluation of the effectiveness of each.

In the published article, the model of dynamics of income and expenses of multifactor productive economic system that is in the conditions of structural modernization of production is developed. A variant of structural and phenomenological approach to the description of interaction of the components of the production system is suggested. The equations of dynamics of the process of modernization of the system as a replacement of the old technological order of production on a new technological order are received. We calculate macroscopic parameters of the production function, cost functions and profit function of the economic system as a whole.
