How knowledge becomes a technical object: epistemic practices in information technology

Yastreb N.A.

Abstract

The article analyzes the practices of production and improving the efficiency of technical knowledge. The field of information technologies was chosen as the base of research. A distinctive feature of the modern stage of development of technology is that knowledge itself becomes a technical object. The requirements of efficiency, high performance, security are beginning to apply to knowledge itself. The author’s concept of epistemic practices is used as a methodological basis for the present study. Epistemic practices are defined as methods and techniques for working with technical objects, the result of which is to increase the efficiency of technical knowledge implemented into these objects. The high level of competition and the direct dependence of the profits of IT companies on the efficiency of knowledge production makes the information technology industry a kind of “testing ground” for the production of epistemic practices. It has been proved that epistemic practices in the field of information technology are the forms of knowledge representation in information systems, the selection of data visualization methods, the improvement of multifactorial mathematical models and the determination of the hardware load configuration. It is concluded that the production of epistemic practices is a condition for the competitiveness of IT companies operating in the sphere of high technologies.

Working knowledge or How to express things in works?

Nordmann A.

Abstract

It is a basic assumption of classical modern epistemology that any genuine / true knowledge is factual knowledge (Tatsachenwissen). Moreover, separate facts correspond with the certain statements regarding how the things are presented to us. If these statements are true and genuine, then the corresponding facts are being present and visa versa. However, the philosophy of technology insists on the fact, that we, the people, carry out not only world contemplation so as to enunciate true statements. We all interact somehow with the material things when we either do something or build. For this very purpose we need some knowledge that is to be examined and further developed. There are suggestions to characterize this very knowledge as “material knowledge” (Dingwissen). However, this expression after all deceives the addressee. It is reasonable to suppose that there exist the “working knowledge” – knowledge concerning the components operate within the scope of the clock mechanism or steelworks (Uhrwerk oder Stahlwerk). The most important thing is not the potential of things but the correlation between them this way or another.

The concept of utility in new european rationalism and empiricism

Gaparov I.A.

Abstract

The immediacy of the utility problem is determined by the variety of the notion “utility” interpretations. The present research objective – solution of the notional uncertainty of the notion “utility” in the rational and empirical concepts of the modern era. The methodology includes historic reenactment of the notion “utility” within the scope of rationalism and empiricism as well as comparison and collation of these approaches. The result of research is pointing out the definitions of the notion “utility” in the rational and empirical concepts of the modern era. The first (rationalistical) interpretation may be understood as the experimental data combination that includes preparation methods, decision-making and implementation of the decisions, compliant with the forecasting expected impact and achieving practically significant results. The second, the empirical one, deals with the thinking mode, coordinating the work of the conscious mind and feelings, and providing the free-will choice of an acceptable decision in accordance with the certain situation. The results of research presuppose removal of the colliding approaches regarding the notion “utility” interpretation via mutual complementation of the initial rationalism and empiricism fundamentals (reasoning capabilities and experimental data), implemented within the scope of utilitarianism, pragmatism, as well as within the concepts of the new science frontier – the philosophy of technology.

Science fiction literature as a prediction of human’s communication with artificial intelligence

Tyutelova L., Lisovitskaya V.N.

Abstract

Science fiction literature simulates our reality in a specific way. It also provides opportunities to predict not only the development of technologies, particularly the artificial intelligence, but also the modes of the human’s communication with these technologies, that are resented in the written works via anthropomorphic images. In this article there have been analyzed the organizational interaction modes between a human being and artificial intelligence within the scope of science fiction as exemplified by the works of Ph. Dick, A. Azimov, D. Adams, A. Clarke and W. Gibson. It has been pointed out that the authors conceptualize the artificial intelligence via three methods: comparison to a human being, creating the images of supercomputers and super-mind. The authorial communication models oriented on the interaction with artificial intelligence are focused on the development of the human inner world, the search of the answers on the key “being” questions. Interaction with the “other”, non-human consciousness collides with the technological limits and the destruction of the subject-object communication sphere. The analysis of the authorial communication models oriented on the interaction with artificial intelligence has shown that the basic problems of such communication is the impossibility of creating the dialogue-like relations and understanding of the “other” as the main communicative efficiency norm. The artificial intelligence, becoming the communication subject, continues to be perceived by the characters of the literature work as am object. The above-mentioned situation in the end leads to destruction of dialogical communication. True communication is possible under circumstances, when a human being understands technological restraints of artificial intelligence and he / she is ready to enrich it proactively with sense within the context of functional objectives solutions.

Housing policy of a modern metropolis and local initiatives in new residential complexes

Eremicheva G.V.

Abstract

Housing construction is considered to be one of the main top-priority and investment profitable sectors of the country’s economy. It has become a stable integral part of the market-oriented economy, but has not fully provided a comfortable living environment for the new housing complexes belonging to the residents of the megapolis. The policy, oriented on the ramp-up of the housing stock without improving its quality and the environmental improvement level, becomes a deterioration of the competitivity factor regarding municipal entities, regions and the country. The state is actively involved into the housing policy, developing an integrated urban development strategy of the massive housing areas referring to suburban zones. But its implementation is accompanied by serious failures and conflicts between the residents of the complexes and representatives of city authorities as well as business. The above-mentioned conflict situation leads to the necessity of the citizens’ initiative groups creation of so as to defend their rights in order to increase the average quality environment level. The process of the residents’ self-organization oriented on the activists’ groups formation, whose actions resulted in the corporate initiatives, has been studied as exemplified by the materials of express-interviewing regarding the urban space quality perception by the inhabitants of the “Baltic Pearl” residential complex of Saint Petersburg. The disconnection between the levels of urban land improvement, tertiary sector provided by developers and the expectations of residents, as well as the unsatisfactory participation of business representatives and the city administration in resolving emerging conflict situations, has led to the creation of activists’ grassroots organization of the complex. The performance results have led to a collective petition by V.V. Putin. The tool that made it possible to implement this initiative has been the current level of digital technologies and social networks development of the residents of the neighborhood unit.

Theory of collectivist society formation (on the 100th anniversary of the birth of Zakhar Ilyich Fainburg)

Fainburg G.Z.

Abstract

The 24th of January 2022 marked the 100th anniversary of the birth of the famous philosopher, sociologist, culturologist, political economist, Doctor of Philosophy and Candidate of Economic Sciences, Professor Zakhar Ilyich Fainburg (24.01.1922 – 10.09.1990). The years of his life chronologically almost coincided with the time of Soviet socialism. His scientific work from the student times until his death was devoted to one topic – the socio-economic mechanisms of social development during the transition or shift from individualistic societies to a collectivist-type society. These mechanisms covered the entirety of society development processes from changing the nature of labor at work to overcoming religious-like social consciousness. The results of the scientific search of Z.I. Fainburg are system-based, because they contain various aspects of the structure and functioning of modern society in their unity / solidarity, and, moreover, they are characterized as essential, because they provide the modern researcher with heuristically valuable methodology and social knowledge instrumentarium. There has been analyzed the characteristic features of Z.I. Fainburg’s systemic approach concerning the scientist’s examination of the nature of labor and the formation of its new historical type; the culture and core values of the individual, as well as the personality development concept in a post-economic society and the prospects for the collectivist society formation as a new social reality. Serious attention is paid to semiotic problems related to the use of “thought experiment” methods in socio-philosophical science fiction and the construction of concepts of new social knowledge.
