The necessity and expediency of formation by large oncologic dispensaries of their own strategy of functioning based on the innovative model of adaptive purposeful development and development of modern system of management by an enterprise is viewed.

In this paper we consider one of the subprocesses of operation management – management by operating diagrams of an enterprise. System elements of management by operating diagrams are defined. The interaction of management problems that present functionally complete composition of tasks of management by operating diagrams is shown. Technology of management by operating diagrams allows to improve quality and efficiency of management activity of the company.

In the article the major types of economic effects: multiplicative and synergetic ones are investigated; main advantages of integrating some of enterprises in the cluster are singled out. On the example of a number of factors, influencing on the efficiency of functioning of industrial clusters, the economic result of influence of multiplicative and synergetic effects on integrated forms is presented.

In the article theories of initiation of cluster structures are analyzed, cluster approach is defined, degree of relevance of this process is defined, besides the author identifies advantages and disadvantages of creating cluster structures, as well as the efficiency of development and application in practice of clustering model is analyzed.

In the article possible costs at migration to Cloud Environment and price of implementation of ERP-system as an instrument of business optimization are investigated.

In the article the notion of cluster is viewed as well as in classical understanding and the notion of innovative cluster. The basic advantages of clustering of regional economics are given. In this article aspects of increasing transparency of government procurement at the regional level are viewed. The significance of the Unified Information System under the contract system is revealed. It is proved that within the frameworks of regional government procurements relative price of state contract depends on the level of informative transparency in the region, which has a positive effect on the price and negative one on the number of potential participants.

In the article a synthesis of domestic and foreign theoretical and methodological approaches to the assessment of competitiveness of workers in the region is carried out, their merits and demerits are identified. The system of estimate of evaluation, including quantitative and qualitative indicators and indicators of development of competitiveness of labor resources is suggested.

In this paper a variant of mathematical model of economic development of mechanical engineering on the basis of dynamics of cumulative factors of production is suggested. Changes over time of these factors are described by differential equations of logistic curves that adequately reflect underlying macroeconomic aspects of the process of reproduction. Dynamics of industry output is given by multifactor production function with constant elasticity of substitution of resources. Evolutionary and innovative scenarios of economic development of mechanical engineering are viewed. Numerical analysis of resulting model showed good agreement with known statistics.

Ways of optimization of logistics flows and logistics costs of aircraft parts supply are investigated. Such following variants of increase of effectiveness of aircraft parts supply chain management such as: orders consolidation, orders disaggregation, drop shipment are viewed. Conditions of application of certain ways of optimization of logistic flows depending on the situation are justified.
