Abstract
The paper deals with conceptual foundations of developing a system of trade oriented to low and moderate levels of income of the population and gives scientific and practical recommendations for their use. A way of setting up conditions for the development of a consumer crediting system to be used by people with low or moderate incomes is analyzed.
