Innovations in the banking sector: challenges of 2020

Anisimova V.Y., Komisarov A.S.

Abstract

In the article authors examines the current state of the banking system of the Russian Federation and the main trends in its development. This study analyzed the global payment services market in 2019, its potential and possible development directions. Changes related to the transformation of business models of the banking sector are considered and their comparative analysis is carried out. The classification of the main threats and challenges faced by the banking system in the context of COVID-19 was also carried out. Special attention is paid to the factors that have a significant impact on the development of the banking sector in the current economic, social and political conditions. Given the particular vulnerability of the financial sector, the state's policy of implementing large-scale regulatory easing for companies belonging to this sector of the economy is particularly relevant. This will allow banks to gradually adapt to the changed situation and maintain financial stability. It is concluded that the situation faced by the banking sector in 2020 in connection with COVID-19, has become a kind of catalyst for its accelerated development. Today, the main strategy of banking is not only the ability to meet the needs of consumers, but also to be able to anticipate and shape them. In order to accelerate innovation, the company buys FINTECH projects, startups, or creates its own IT departments to develop its own products or technological solutions. When searching for a new value for the consumer, an important factor was the customer experience, which is reflected not only in the benefits of the service or product provided, but also in the convenience of receiving it. Therefore, another of the main trends of modern Russian banking is its transition to online mode.

Competition of the private sector in the domestic space services market as a factor of scientific and technological development

Terentyev V.N.

Abstract

The subject of the research is the system of economic relations in the processes of functioning of the rocket and space industry that arise between the private sector and the state customer during the implementation of space programs. The purpose of the research is to develop a model of interaction between participants in the domestic market of space services (products). The main problems of the existing state order system in the implementation of domestic space programs are highlighted. The analysis of the activities of space corporations in the international space market for 2000–2020 is carried out. The concepts of the international and domestic space market are revealed. This study offers a model for the development of economic relations between the private sector involved in the implementation of domestic space programs and the Customer, represented by the government of the Russian Federation. The presented model of interaction between participants of the domestic space technology market is aimed at creating competition in the domestic (domestic) market of space services (products) in contrast to the existing concept of distribution of budget funds allocated for space programs. The proposed mechanism for free investment of private funds in space programs will allow efficient allocation of funding for the development of the rocket and space industry. Public authorities responsible for the development of the rocket and space industry, as well as private and state-owned companies involved in the implementation of major innovative rocket and space projects, form the basis of public-private partnership. The current structure of interaction between research institutes and design bureaus in the implementation of space programs has not generated the desired competition in the domestic space market. The principal position of the proposed model of interaction in the implementation of space programs is the need to have in the domestic market, in addition to the state, customers from the private sector.

Khazratkulova L.N.

Abstract

The study is devoted to topical issues of the distribution of competencies between the budgets of different levels, first of all, with the aim of effectively fulfilling the tasks they face, forming a reliable and stable revenue base for local budgets, equalizing regional incomes, as well as the conditions and mechanisms for providing them with financial assistance. The purpose of this article is to generalize the existing ones in the world, as well as to improve and develop methodological approaches to assessing the effectiveness of the use of fiscal equalization funds, which is undeservedly paid little attention to in the research of Uzbek scientists. The article analyzes the existing system of interbudgetary relations of the Republic of Uzbekistan, identifies the problems and trends of its development. Based on the application of these approaches, as well as mathematical-statistical and expert methods, conclusions were drawn about the presence of a high level of differentiation of the regions of Uzbekistan in terms of important socio-economic indicators and about the effectiveness of the transfer policy carried out in the republic, designed to smooth out these differences. The work will be useful to employees of the relevant authorities of Uzbekistan, decision-makers in the field of formation and implementation of socio-economic policy at the regional and national levels, as well as a wide range of researchers and readers interested in the peculiarities of organizing the system of interbudgetary relations.

To the study of basic indicators of the development of innovative activity of enterprises of the aviation industry of the Russian Federation

Yakunin A.V.

Abstract

The purpose of this article is to analyze the reasons affecting the dynamics of indicators of implementation and development of innovative activity at aircraft manufacturing enterprises, using the example of actual indicators of innovative activity of the united aircraft building corporation. Based on the dynamics of target performance indicators, the author proposes options for sectoral transformations that should contribute to an increase in the efficiency of both qualitative and quantitative data on the development of innovative activity at aircraft manufacturing enterprises, a reduction in production cycles, a positive dynamics of the turnover of working capital and a decrease in the loan portfolio of sectoral economic entities. The data on the volume of investments at the enterprises of the united aircraft building corporation from 2012 to 2019, taking into account the volume of government contracts and investment payments, are presented. The analysis of the activities of aircraft manufacturing enterprises revealed significant shortcomings in the development of innovative activity:
a low number of new innovative developments; underdevelopment of the innovation infrastructure; outdated material and technical base requiring modernization; lack of experience in organizing R&D; essential requirements for product certification. In modern conditions, domestic companies in the aviation industry cannot function without the use of new R&D methods, science-intensive technologies, which leads to a deepening of the specialization processes of aviation science.

Features of the choice of indicators in marketing research of the consumer market for publishing products

Nechitaylo A.A., Deptsova T.Y., Gnutova A.A., Priadilnikova N.V.

Abstract

In the scientific world, there has long been a debate about which of the methods of collecting primary information is the most flexible and reliable, but all attempts to reduce the assessment of the quality of the survey on average to a specific technique for collecting information, a research plan, the type of data analysis or the nature of the use of the information obtained did not justify themselves. The authors consider the survey method of J. Gallup, who was one of the first to use customer surveys specifically for market research. The Gallup method has certain advantages over other methods and has been continued within the framework of the theory of latent variables. The article describes two types of models with latent variables: models with effect indicators and models with cause indicators, which are used to effectively promote goods and services based on a survey of a certain sample of potential consumers. The rules for the search and selection of indicators are described when conducting marketing research in general, and, in particular, in the publishing market, taking into account the specifics of media products presented in this market. The authors highlighted a number of factors that must be taken into account when conducting marketing research on the publishing market and the media market.

Makhmudova I.N.

Abstract

The topic of company security is central to the work of the security service. This article describes the factors that pose a threat to the security of a modern organization. The author discloses possible directions of risks caused by the actions of the organization's personnel that create personnel threats. The article determines the role of personnel security and elimination of personnel threats in the organization's security system. The article reveals the concept of competitive (business) intelligence, identifies the functions of this service. The concept of «industrial espionage» is disclosed. In operational practice, it turns out that a large number of personnel threats are represented by a wide variety. In operational practice, it turns out that a large number of personnel threats are represented by a wide variety. At the same time, in order to neutralize personnel threats, the powers and competence of the organization's security personnel are clearly not enough. In this regard, within the framework of this study, a set of measures that make up an integral security system is considered. The central place in the study is devoted to the issue of eliminating personnel threats. Since personnel threats are created by the organization's own personnel, the necessity of interaction of all personnel services within the framework of a single system for ensuring personnel safety and security of the organization as a whole is substantiated. The powers of each of the participants in this process in their relationship and interaction are delimited. The author defined measures to counter personnel threats and neutralize the negative consequences of unauthorized actions in the organization.

Algorithm for determining risk-free rates and the size of non-market risks when investing in personnel

Balaeva A.Y., Belyakov A.A.

Abstract

At the present stage of development, many companies treat investments in the development of the company personnel as investments in the creation of intangible assets that contribute to improving the level of competitiveness of the organization. The authors previously proposed an economic and mathematical model of investing in personnel based on the formation of an investment portfolio, which can be used to assess the financial effectiveness of investments in employee development; to get a clear, reliable tool for monitoring the effectiveness of personnel development activities; make the «human factor» and its impact on the company's performance more measurable; increase transparency and, consequently, the manageability of the organization. The goal of the article is to develop the risk-free rates and non-market risk rates search algorithm during engineering of investment portfolio through arbitrage pricing theory for investment in personnel to return on investment. The authors fully provide risk-free rate of return description and comprise risk-free rates of assets, too. They give an explanation of how to seek and valuate them. Also the expected risk-free returns of assets calculation method and ways of non-market risks management while investing in personnel is described.

Identification and assessment of regression models of the learning curve for automotive manufacturing

Pavlov O.V.

Abstract

The problem of identification and assessment of the reliability of regression models of the learning curve for the automotive industry is considered. For regression analysis, four learning curve models of a given type are used: Wright's, Stanford-B, Deyong's, and exponential. The parameters of the learning curve models are determined using a nonlinear least squares method. The estimation of the significance and reliability of the regression models is carried out. It is shown that the models of learning curves in the automotive industry are well approximated by the Stanford-B power function.
