Abstract
The Great reforms expanded the scope of possibilirties and freedoms for the printed media of Russia. The representatives of active society and court groupings used this opportunity. In the article the public campaign of 1886–1887 in the process of which the newspaper «Grazhdanin»,
under the control of the knyaz V.P. Meshcherskiy, sought the resignation of the minister of finance N.Kh. Bunge and appointment on his place of
an insider, professor I.A. Vyshnegradsky.
