«KEY» TO THE UNIVERSALITY OF SOCIAL WELFARE STATE IN GERMANY: SUBSIDIARY STATE OR SOCIAL STATE?

Abstract

The article is devoted to the analysis of sources of German law of XIX–XX centuries. This gives grounds to speak of a subsidiary nature of participation of state in the process of providing those in need. Identifying of this feature of development of German statehood allows to assume that subsidiary (additional) participation of state in the process of supporting the needy is one of the basic principles of effective state social policy.
