Abstract
The article deals with the process of creation of analysis department at province zemstvo uprava. In the Samara province zemstvo analysis structure was among the first to appear in Povolzhye. One the coryphaeuses of zemstvo statistics, V.I. Orlov, rendered a great help in its organization. He made a program of statistical work in the province and participated in cencus operation of peasant households in one of the volosts of Samara uyezd.
