Abstract
In the article the Russian equivalent of the term «fragile states» «“хрупкие” государства» which is more suitable than generally accepted in the Russian political science term «нестабильные государства» is used. The problem of aid effectiveness to fragile states provided by international organizations: World Bank and United Nations Development Programme is viewed and three groups of reasons influencing aid effectiveness are singled out.
