Abstract
This paper discusses the course of formation of oil complex in the Volga-Ural region and its modernization based on using of foreign engineering, formation of contracts on technical support with foreign firms and intensification of domestic scientific and technical activity, directed at emancipation from «dependence from abroad». The questions of development of network of scientific and research institutes as the most important component of oil branch industrialization and modernization policy are analyzed.
