ON THE ISSUE OF IMPORTANCE OF SOCIAL AND DEMOGRAFIC DEVELOPMENT OF THE REGION

Abstract

The author’s approaches to the definition of the concepts of «social development» and «demographic development» are considered. The authors studied various points of view regarding a set of indicators for assessing the level of sociodemographic development of the region. The list of basic and special indicators of the sociodemographic development of the region has been clarified. Particular attention is paid to factors that have a significant impact on the sociodemographic development of the regions. The construction of state policy in the field of socio-demographic development of regions should take into account the above factors. This will help to establish the stability of the sociodemographic situation of the region.

PROBLEMS OF ASSESSING THE TOTAL REGIONAL POTENTIAL

Abstract

The problem of developing a methodological apparatus for assessing the aggregate potential of a region or territory has been and continues to be in the focus of attention of scientific economists, since reliable information on the magnitude of potential capabilities of regions is important in strategic planning for the development of the territory. Modern research and clarification of the concept of «the aggregate potential of the region» contribute to the emergence of new qualitative and quantitative factors that must be taken into account when calculating the resulting indicator, while the aggregate potential of the region cannot be equated to the sum of the assessments of sub-potentials or the total assessment of the economic resources of the territory. The paper considers the main factors that impede the work on methodological tools, in particular, a large number of subpotentials that have some overlap and duplication in the implementation of the assessment; the need to take into account the specifics of the functioning of each region; the presence of qualitative aspects of subpotentials, which are almost impossible to measure using quantitative indicators; heterogeneity of indicators in terms of their meters. The author considered the main approaches to determining the total potential of a region, including a ranking approach, a multi-level approach and a method of analyzing hierarchies, an abstract review of these approaches, an approach to assessing the total potential of a region based on calculating the average value, and outlining the main directions of transformation of existing approaches for obtaining on their basis the resulting assessment of the total potential of the region.

Abstract

The paper considers issues of evaluating the effectiveness of innovation in production. The basis of the research is a systematic approach and a factor analysis of innovation activity of industrial enterprises. When assessing the effectiveness of innovative developments, it seems important to consider not only the economic component, but also the social effect, the impact of innovation on the environment, and the formation of an innovative climate in Russia. It is necessary to introduce a system of indicators linking the current level of production with the main tasks of innovative technological development and technical improvement of production.

«FORCED» FORM OF INNOVATIVE DEVELOPMENT OF DOMESTIC ENTERPRISES IN THE CONTEXT OF THE MAIN DRIVERS OF ECONOMIC DEVELOPMENT

Abstract

The current situation in Russia requires effective measures, the implementation of which will help to reverse negative trends and bring our country to a new level of development. Currently, the government has initiated a number of state programs aimed at initiating and supporting development processes in several priority areas, including national security, digitalization, and industrial and energy development. At the same time, the key direction that determines the principal possibility of achieving strategic goals in these vectors is the innovative development of domestic enterprises. Despite the efforts of the state and its active support for the process of innovative transformation, at present the innovative activity of Russian enterprises is unacceptably low. The analysis of conditions and specifics of innovative development of domestic enterprises allows us to speak about the «forced» form of their innovative development, in which there is a significant gap between the requirements of the external environment and the ability to respond to them from the internal environment. In this context, in order to activate the innovative activity of domestic enterprises, it is proposed to bring the internal environment of enterprises into a balanced state, in which the disproportions between the production sphere and the current management system are leveled. Management innovations should serve as a tool for bringing the current enterprise management system into balance, which will not only increase efficiency and bring it into line with the requirements of changes, but also ensure the activation of innovative potential, which determines their priority when addressing the issue of balancing the management and production spheres.

Abstract

The work provides a systematic analysis of the state of the engineering complex. The purpose of the study is the theoretical justification and development of scientific, methodological and practical recommendations for managing innovative development of engineering enterprises. Achieving this goal required us to solve the following problems: to carry out a systematic analysis of the state of the engineering complex, to identify problems and factors that may impede the technological development of the engineering cluster. To offer a systematic approach to the formation of a strategy for updating technological systems of a machine-building enterprise; to offer guidelines for the formation of an innovative target program. Factors were discovered and problems identified that impeded the technological development of the engineering complex were proposed. А systematic approach to the formation of a strategy for updating technological systems of a machine-building enterprise; and also developed guidelines for the formation of an innovative program of technological development of enterprises. And also guidelines for the formation of an innovative targeted program for the technological development of enterprises of the machine-building complex and the concept of its flexible management were developed.

Abstract

At present, branding of territories (geobranding) is one of the relevant areas of modern strategic communications, a strategy for the development and competitiveness of cities,  regions, geographical zones and states, with the aim of capturing foreign markets, attracting investors, tourists, new residents and qualified migrants. To solve the problems of investment and tourist attractiveness of certain territories, the problems of geo-branding are paid close attention by state authorities, administrations of districts and regional tourist centers. In this regard, the issues of the development of geo-branding at the municipal level, the study of existing methods for assessing its effectiveness, as well as the allocation of an effective geo-branding tool – event tourism, are considered in the article.

INNOVATIVE DEVELOPMENT OF ENTERPRISES OF INDUSTRIAL COMPLEX

Abstract

The main areas of support for national industrial complexes are considered, the need for the formation of effective mechanisms to support innovative activities, the study of mechanisms to stimulate innovative activity of enterprises is substantiated. The main factors of influence on the development of priority sectors of the Russian economy are considered. Changes in the innovation activity of industry are investigated. The analysis revealed the main areas of development of innovation in industry, at the same time it was revealed that the number of industries where technological innovations are implemented is increasing every year. An indicator of innovative activity is the innovative activity of an enterprise. Among the barriers that arise with increasing innovative activity of enterprises, the main ones are small amounts of financing and high risks of implementing innovation projects. A high level of risk is explained by a number of factors: changes in exchange rates, unstable demand for industrial products, legal and tax legislative bases. Recommendations are formulated to stimulate the innovation activity of industrial enterprises.

The authors concluded that for effective innovative development of the industrial complex of the region, it is necessary to modernize the technological base. POLICY OF INNOVATIVE IMPORT SUBSTITUTION IN A CYCLICAL REGIONAL ECONOMY

Abstract

The cyclical nature of the economy is an objective factor that affects all categories of economic entities. For households, it is important to understand the prospects for jobs, for the investor, the cycle provides an understanding of the prospects for returns on invested capital. The authors of the article tried to show that understanding and taking into account the cyclical nature is no less important when making decisions about import substitution policy. The stage of the regional industry cycle as a factor affecting the policy of innovative import substitution is usually not taken into account in research by scientists, since it is believed that the cyclical nature of the economy in the region is consistent with the national cycle. The article shows that the industry cycles in the regions differ significantly, in some regions there is a decline in the industry, while in the others there is the rise. The authors used a multi-model tools to show differences in the sectoral cycles of innovative economic activities in the Volga-Ural macro-region. Recommendations are given for implementing the policy of innovative import substitution under conditions of cyclical regional economy. The authors believe that with the help of import substitution policy, regional authorities can become active participants in the formation of an increasing stage of industry cycles, and thus increase the stability of economic growth in the region.

RE-ENGINEERING OF INNOVATIVE ENVIRONMENT AT THE MESO-LEVEL UNDER CONDITIONS OF DIGITALIZATION

Abstract

The development of innovation is a critical strategic task for science and government. A system of support for innovation has been created in the regions. However, the processes of creating new knowledge, technologies, and innovative products are not yet productive enough. Digitalization provides new opportunities for collecting information and debugging innovative processes. With this in mind, the authors set a goal to propose the concept of reengineering and develop a mechanism for the development of an innovative environment at the meso-scale. For this, the authors clarified the concept of the innovation environment, systematized the processes of innovation, presenting patterns of innovative ideas, knowledge and technologies, entrepreneurship, infrastructure, as well as a digital pattern. This approach allows a systematic approach to the analysis and redesign of innovative processes based on reengineering, covering the basic elements of the functioning of the innovation system. The article proposes a number of conceptual provisions for reengineering the innovative environment of the region. In particular, it was noted that in a digital economy, the speed and productivity of innovation depends on the level of interaction between its key participants (business, scientific and civil society, the state). Given the current trends in the digital transformation of innovation, the authors proposed a mechanism for the development of the innovation environment based on the reengineering methodology. For the practical implementation of the conceptual provisions and the mechanism for the development of the innovation environment, the authors proposed the introduction of a processing audit. The results obtained are of practical importance for regional authorities involved in the development of innovative activities.

Abstract

Controlling is a fairly effective management tool that allows economic entities to find ways of the most optimal use of resources by continuously comparing the result with the intended purpose. Based on this, the issues of creating and effective functioning of a controlling system in an enterprise are quite relevant. When designing the organizational structure of controlling, it is first of all advisable to proceed from the fact that the organizational structure being developed should harmoniously correspond to the managerial and organizational structures of the economic entity as a whole. In this regard, it is necessary to take into account the individual characteristics and characteristics of the economic entity, as well as the conditions for organizing the process of controlling activity. In this article, the authors explore the process of designing the organizational structure of controlling in an enterprise. A group of principles is presented, the observance of which underlies the design process of the organizational structure of controlling. The characteristic of criteria-evaluation indicators of a fuzzy-multiple decision-making model on the choice of the most acceptable organizational alternative for controlling is presented. The authors propose an algorithm for using an innovative decision-making model on choosing the most acceptable organizational alternative for controlling in an enterprise.

Abstract

This article discusses the issues of constructing an effective motivational system in an enterprise, as well as defines indicators for evaluating an enterprise's motivational system. The current level of production cannot develop without effective motivational systems of personnel, which must be constantly improved under the influence of economic and political conditions. Today you can buy a competitive product on the market, but you cannot buy competitiveness and incentives for it on the market. Therefore, domestic enterprises have to independently search for the most suitable and effective methods of organizing and promoting labor. In modern economic conditions, an important role for the development of the organization is played by issues of increasing the efficiency of enterprise management. The main point is the identification and proper use of the company's internal reserves. The role of employee motivation is to shape the behavior of employees, which is necessary to achieve the goals of the enterprise.

INFLUENCE OF TRANSACTION COSTS OF A PRODUCTION ENTERPRISE ON THE FORMATION OF ITS PROFIT

Abstract

The published article proposes economic and mathematical models for predicting the profits of an enterprise that incurs certain transaction costs in addition to production costs. The source of transaction costs of an enterprise is the compelled expenses for the search and processing of economic information, financing of negotiations, elaboration and conclusion of contracts with partners, organization of protection of property rights, payment of opportunistic behavior of employees and managers of the enterprise, etc. A numerical analysis of the obtained economic and mathematical models for predicting the economic indicators of an enterprise having a certain level of transaction costs shows that instead of the maximum level of profit, an enterprise can only achieve its lower optimal level, which corresponds to the optimal value of the transaction utility function.
