STAKEHOLDERS AND THEIR ROLE IN THE SOCIAL CONSTRUCTION OF ENVIRONMENTAL PROBLEMS

The article discusses the concept of «stakeholders» and the history of its occurrence in the sociological discourse. The author points to the existence of political science, socio-cultural, applied economic and societal level of analysis of stakeholders. Basing on the Nobel theory of E. Ostrom on the principal possibility of balanced collective exploitation of public resources, the author points out on the limitations that existing situation in modern Russia lays on the development of practical self-identification of stakeholders, their consolidation, and also on the character of their activity.
