Abstract

In the article the double nature of state and regional parliaments of Russia is analyzed. It is proved that they are not only legislative organs of state power, but representative organs of people as well. The causes of fall of the role of representative organs of power on the contemporary stage are analyzed. The representative function of parliament that consists in expressing and protecting the interests of people, civil society is revealed.
