Abstract
The modern system of state civil service needs highly qualified personnel who are interested in their profession, since the quality of work of state bodies and, in general, and the improvement of the country’s welfare depend on them. The existing legal framework clearly regulates the areas of work with young specialists, defining the circle of people falling under this concept, qualification requirements for education and length of service, positions of the state civil service that are possible for replacement. In order to improve the quality of selection and hiring for the civil service, the article proposes an innovative approach to the organization of these processes.
