FORMATION AND IMPLEMENTATION OF EDUCATIONAL DEVELOPMENT PROGRAMS IN A MARKET ECONOMY

Abstract

The role of education in the preparation of intellectual and cultural potential, education of citizens determines its importance for the future of the city and the need to develop the municipal education system.
The program of modernization of the Russian education until 2025, the Federal Targeted Program for the Development of Education for 2015–2020, the National Project «Education» defined the vector of development of education as an open state- public system, which together with the new social requirements for the education system and changes in the quality request educational services sets tasks aimed at revising the principles of interaction between society and the education system at all levels.
Under these conditions, the analysis of the education system and the development system for the development of education in an urban district, which is practically the most effective way to comprehensively and objectively assess the state of the municipal education system and its development paths, acquires special significance. On the one hand, this is the result of a long process of development, coordination, consideration of interests, and on the other, a flexible tool designed to be constantly updated and adjusted in accordance with changing circumstances.
