Abstract
The article is devoted to the questions of local communities’ essence and their roles in development and realization of the strategy of municipal development, for example, the strategy of the city of Samara. It is proved that municipal (local) communities are the main resource for the realization of the Strategy on condition of coincidence of valuable bases of a goal-setting of activity of members of local communities and purposes of strategic development of municipality.
