Abstract
In the article the authors reveal the essence of the concept «potential of near–border position» as a total of factors and conditions determining the ability of a region to the carrying out of cross-border cooperation for social and economic development. Factors influencing its formation and usage: foreign policy, carried out by the neighboring countries, realized by regional and local authorities; creation of favourable regulatory and economic conditions for its usage on the level of the regions, complementarity of economics of near-border regions are substantiated.
