Abstract
In the article the strategy of territorial organization of production in modern Russia is viewed. The introduction of pseudo cluster approach, taking into account the establishment of sustainable regional systems with a focus on processes and their development without explicit kernel is suggested. Conditions of successful realization of the suggested model are formulated.
