Abstract
This paper presents a simulation model for decision-making on management of inter-budgetary means, using as in parameters qualitative characteristics of income and expenses that are formally described by linguistic variables. A context-free grammar generating structured terms of linguistic variables considered as fuzzy sets that are used for the production of simulation experiments is built.
