Abstract
The article is devoted to research of so called problem of modernization.
Author tells us about the Japanese model of such modernization.
He discussed some aspects of the problem connected
with governmental activity in different spheres of national policy.
Main resume of this article is connection of both modernization and
militarization of Japan during the Modern time.
