Abstract
In the article the problem of reducing of structural quality of human capital within the frameworks of formation and development of national innovative system of the Russian Federation is viewed. Notion and phenomena of «innovation» is opposed to the complemented and revised in the categories of the theory of development of the human capital of the notion of «structural corruption». The author’s approach to the classification of forms of innovative allocation of capital and corresponding to them social and productive relations between the subjects-innovators is presented.
