Abstract
This article discusses the issues of reforming economic relations of the first period of operation of economic councils (1917–1932) up to creating clusters at the present stage of development of the Russian economy. In this case, the formation of various integrated structures on the basis of combining basic building blocks of economy – enterprises – is put by the authors in the framework of the thesis, based on the close connection between the past, present and future activities of enterprises, as a kind of evolutionary «core» of the newly created integrated structures.
