Abstract
The article focuses on the establishment and functioning of the Council of National Economy in 1917–1932 yy in order to restore civil war destroyed the national economy of Russia. The data on the structure of the economic councils and their activities on the territory of the Orenburg region. Highlighted the positive and negative factors of economic development in the context of the first phase of the economic councils.
