Abstract
In the article the questions of determination of energy policy of the Russian Federation are examined in the aspect of increase of energy efficiency and energy-savings and conclusions about the necessity of development of theoretical comparative model of pricing at the energy market are made, creation of state center of innovative developments in the area of energy efficiency and energy-savings at the authorized public organ of executive power, and also providing of legal, organizational and economic terms for the production of hi-tech and energy effective industrial equipment, optimization of its placing on the basis of confirmed scheme in accordance with which investment program of investors and others is established.
