Abstract
This article discusses the possibility of welfare estimate on mesoeconomic level in the conventional approaches to evaluation. The exponent «pure economic well-being» is adapted to mesoeconomic level, based on the capitalization of net regional income, taking into account regional effects. The algorithm for calculation of population welfare index in the region is developed, its approbation on the example of the regions of Volga Federal District of the Russian Federation is held.
