Abstract
This article deals with the problem of administration in sphere of ethnic processes. Some
aspects of situation among immigration communities were discussed. The research is connected
with the history of immigration into the Western states, for example the USA from
the beginning of the XX century. Author studied such aspects of the real immigration question
as restrict movement in the USA and the struggle for immigrants exclusion.
