Abstract
In the article the variants of targeted policy of social and economic development on activization of using potential of near-border territories within the frameworks of cluster policy for different types of near-border regions: activating, developing, communication activating, supporting are suggested. The mechanism of realization of the policy of social and economic development and increasing of usage of potential of near–border territory which comprises all levels of management: federal, regional and municipal is developed.
