Abstract
Russia solves complex social and economic objectives. Today, the competitive advantage is determined not by the size of the country, not by the level of reserves of natural resources and not even by the power of financial capital, it is obvious that in the coming years will prosper those states that will provide the most complete manifestation of professional skills and talents of its citizens. This conditions the development and application of methods allowing a priori to assess the impact of different innovation strategies and the need for the search of new approaches to modeling.
