It is suggested that the controlled area should be described by a set of non-overlapping Dirichlet domains spherical polygons with equal circumradii. Each center of a Dirichlet domain (nodal point) is described at any point of time by the priority coefficient which depends on the importance of the area and the length of the time interval after the previous observation of the given point by one of the orbital system satellites. The target function in the optimization task of using Earth remote sensing space modules is the accumulative value of importance coefficients of the node points included in the plan of space modules application.
