ROLE OF GUBERNATORIAL OFFICE IN THE SYSTEM OF LOCAL GOVERNMENT IN THE POST-REFORM PERIOD

Abstract

In this article, an attempt is made to analyze the role of governor and governor-general chancelleries in the local government system in the post-reform period. Particular attention is paid to the specifics of interaction between offices and chief officials in the province. The appointment and functions of governor’s office are shown and explained. An analysis of circumstances that determined the existing mechanism of power in the provinces of the Russian Empire is given.

FISHERIES IN THE DAILY LIFE OF COSSACKS (SECOND HALF OF THE XIX – BEGINNING OF THE ХХ CENTURY)

Abstract

The article, based on archival materials, periodical press data and descriptions of contemporaries, gives a generalized description of the fishing industry as one of the economic branches in the daily life of the Cossack villages of the Ural, Siberian, Astrakhan, and Kuban Cossack troops. The author comes to the conclusion that since the end of the nineteenth century there has been a decline in fishing caused by shallowing of rivers, predatory and uninterrupted fishing, and non-compliance with the rules of fishing by the Cossacks. These phenomena contributed to social change: the Cossacks, whose fishing was the main occupation, began to develop other economic sectors, but this process was also extremely slow.

«VICTIM OF ABORTION»: ATTITUDE TOWARDS CHILDBIRTH AND ABORTION DURING THE FIRST YEARS OF SOVIET POWER

Abstract

The article analyses the issue of abortion during the new Soviet ethics. The childbirth and abortion are the two phenomena through which the women’s daily life is shown during the challenging post-revolutionary period. The evolution of the authorities’ attitude towards woman’s private world is revealed. The deformation of gender roles during the epoch of social and political transformations by new ideology, economical realities, changes of social space of everyday life is demonstrated. The emancipation of a woman appeared to be a field of tactics and strategies of day-by-day living which demanded from woman skills of adaptation to the new life roles in actively developed socialistic project.

REFORM OF GENERAL EDUCATION OF ADULTS IN THE RSFSR IN THE MIDDLE OF THE 1930-ies: REGIONAL ASPECT

Abstract

The article analyzes the formation of the general adult education system in the Urals in the context of the all-Russian modernization process. The focus is on structural and organizational aspects of general adult education system reforming mainly in the years of 1936 and 1937, it is the period when government was searching for a new structure of general education system, while keeping the struggle for the eradication of illiteracy. Analysis of documents of regional archives revealed local peculiarities of the process in the region. The author characterized the conditions that influenced the formation of the structure and system of adult education. Among them, the author for the first time observes the role of famine and food difficulties which resulted in the dropping out of working pupils and the closing of schools for adults. The author concludes that the struggle for the eradication of illiteracy has reached a new level, significant results have been achieved.

AUTOCHTHONOUS SERVICE POPULATION OF KAZAN REGION IN THE SOUTHERN MIDDLE VOLGA IN THE MIDDLE OF XVII – EARLY XVIII CENTURY: MIGRATION AND RESETTLEMENT

Abstract

The article deals with the formation and resettlement of the autochthonous serving population of the Kazan Region in the Southern Middle Volga region during the initial mass colonization of its territory. An analysis of published and archival sources made it possible to clarify the specifics of the dislocation of these categories of the serving population. On the example of the border Simbirsk district, the features of migration and demographic processes were shown, the main stages of the folding of the area of permanent settlement in the middle of the XVII - the beginning of the XVIII century were outlined. The conclusion was made that various ethnoconfessional groups of military people were approximately in an equal legal position.

TEACHER OF THE UNIVERSITY AS A SUBJECT OF MANAGEMENT OF PEDAGOGICAL CONFLICTS

Abstract

The article reveals the essence of the process of management of pedagogical conflicts arising in the university, which is realized through the functions of foresight, prevention, management organization, the resolution of pedagogical conflict. The conditions are considered that must be met by a University lecturer, playing the role of the subject of management of pedagogical conflict: to grasp the objective reality of the conflict; to influence the conflicting parties, turning the conflict into a source of self-regulation and self-development; use a variety of resources, leading the conflicting parties to an open and constructive discussion of claims, complaints, differences. The main rules of mediation in the settlement of pedagogical conflicts are described. The methods of solving conflicts arising in the educational process, preferred by university teachers are analyzed.

Abstract

Research rationale presented in this article is caused by the change of an educational paradigm. The quality of students’ vocational training becomes a subject matter of studying of modern education various matters; it is adequate to specifics of modern expert activity. The quality as the interdisciplinary characteristic is focused on the result which is accessible at a combination of higher education qualified orientation advantages and the academic professional orientation. It is claimed in the article that the quality management in educational system, focused on result, demands content determination of two categories: learning experience, learning quality. This problem is considered on the example of students’ foreign language training.

METHODS OF SHAPING OF TEMPORAL STUDENT‘S COMPETENCE

Abstract

The article presents the results of a study of psychological and pedagogical means that affect the formation of temporal competence of students. The interrelation of the process of professionalization and development of the temporal competence of students is substantiated. The influence of proactive principles of selection and application of psychological and pedagogical means of vocational training on the formation and development of the skills of temporal organization and coordination of students’ activity is shown. The influence of the content and form of the educational process on the formation and development of temporal competence is revealed. The importance of temporal competence as a meta-competence of future professionals is substantiated. Behavioral referents of temporal competence were identified. The relationship between the level of formation of temporal competence and student achievement is established. The influence of pedagogical means on the features of temporal self-organization, coordination and synchronization of social actions is shown.

Abstract

The article examines the formation of the soviet narrative canon about energy and electrification in artistic and documentary narratives. The article proves close connection of this story with the Soviet propaganda project and the method of socialist realism. The study identifies the basic thematic and narrative components of the story about energy: the great idea, breakthrough, museification, analyzes the “energy canon” transformation from the “heroics” of the 1930-ies to the “romance” of the 60-80-ies.

WORD OF M.M. BAKHTIN IN CONTEMPORARY CULTURE: PUBLISHING ASPECT

Abstract

In the given article the author made an attempt to analyse the role and heritage of the great world thinker M.M. Bakhtin from the standpoint of the publishing aspect of life of his works. The article analyzes his work in the context of publishing activities in order to show that Bakhtin’s word found itself and in the XXI century. Bakhtin goes beyond narrowly understood philosophy and philology, he was neither a philosopher nor a scholar in the traditional sense, he was a thinker of a special “boundary type”, that is why, no doubt, informational and bibliographic reflection of the works of the researcher requires further systematization. Each new generation is to comprehend in its own way the legacy of a scientist, and therefore publishing fate of his works is still in progress, and will receive a new development at a future stage of development of the society.

Abstract

Предметом статьи является обращение с медицинской терминологией в программе радиоконсультаций «Gesundheitsgesprдch» (разговор о здоровье), транслируемой общественной радиостанцией «Радио Баварии 2». Участники диалога «внутреннего круга» – терапевт доктор М. Кох, эксперты, консультанты, отвечающие на телефонные звонки. Аудитория играет роль получателей информации в ситуации множественной адресации общения. В рассматриваемом эпизоде медицинская терминология может быть переведена лексемой, парафразой, ее можно избежать, оставив «нетранслируемой». Общеязыковой термин и парафраз могут быть дополнены медицинским термином впоследствии. Участники диалога во «внутреннем круге» демонстрируют высокое взаимопонимание. Анализируются речевые акты и стратегии статусно различных коммуникантов (врач, модератор, пациент).

WEBINAR IN THE CONTEXT OF ENGLISH-SPEAKING EDUCATIONAL AREA

Abstract

Due to the internetization and globalization of society, modern education has to adjust and follow the latest trends in the development of modern technologies. As a result, traditional methods of education began to be supplemented with new teaching methods, which are based on the use of Internet and telecommunication technologies. Thus, distance education or education in a virtual environment came to the fore and began to occupy a leading position among other educational facilities. One of the most popular virtual educational tools is a webinar. Webinar - eng. “webinar” – is a lecture or a seminar organized with the help of web-technologies both in live and off-line mode. Webinars are very similar to the usual lectures or lessons held in educational institutions, since they have a clear structure, retain the status of the student-teacher relationship, use the same language facilities that representatives of the institute of education use. Among the distinctive features of English-language webinars for journalists in the educational environment, it is possible to single out: 1) the way of implementing communicative interaction (any texts are generated using Internet technologies or other means that provide for interactivity); 2) communicative orientation (the text used in the online seminar may involve feedback, or it may be a one-way process); 3) specific chronotop (communication of participants in the webinar can take place both online and offline).

SOCIO-CULTURAL BACKGROUND AS AN ELEMENT OF IMPACT IN THE BRITISH PRESS DISCOURSE

Abstract

The scope of this article is functioning of socio-cultural background as one of the discourse strategies of presenting information in the genre of reviews published in quality and popular printed mediadiscourse. It is claimed that quality and popular press are two polar types of mediadiscourse with diverse target audience. The following problem is raised: whether the information is interpreted adequately in the two types of press according to such extralinguistic factors as social status, cultural environment, the level of education. The application of cognitive discourse approach to the analysis of the genre of reviews is justified. The contrastive linguistic analysis of the reviews of the same stage performance taken from two types of mediadiscourse was carried out. It was revealed that unlike in popular press socio-cultural context serves as one of the most effective strategies of presenting information in quality press, which is the result of different authors’ purposes.
