COMPARATIVE AND CORRELATION ANALYSIS OF ENTRANCE TESTING IN MATHEMATICS AND PHYSICS IN SAMARA STATE UNIVERSITY
Abstract
In the article the results of comparative and correlation analysis of entrance testing data, which was carried out within the education quality monitoring project «Diagnostic Internet testing for the first-year students» and data of Common National Examination were analyzed. This analysis allowed the institute of higher education to carry out monitoring of an actual level of first-year students preparation on the school course subjects «Mathematics» and «Physics» and to develop a methodology for the design of didactic content of elective mathematical and physical disciplines of educational programs in accordance with definable goals of quality assurance. Comparative analysis of testing results which was carried out on the basis of criterion-oriented approach showed that the students approved their results of the Common National Examination. In the result of correlation analysis the linear dependence between the average values of results of entrance testing and Common National Examination in Mathematics (2012 and 2014) was found.

APPROACHES TO THE EVALUATION OF EFFECTIVENESS OF CRISIS MANAGEMENT OF MEAT–PROCESSING ENTERPRISES OF AGROINDUSTRIAL COMPLEX OF THE UKRAINE
Abstract
The article discloses a technique for evaluating the effectiveness of crisis management for its further use on meat–processing enterprises of agroindustrial complex. In the course of study the relevance of study of means of assessment of effectiveness of crisis management is substantiated. The analysis and systematization of existing methods for determining the effectiveness of crisis management by enterprises is carried out, their advantages are viewed. The conclusion is made about the priority of using certain analyzed means of assessment of effectiveness of crisis management in specific situations. The variants of the use of evaluation methods of crisis management, depending on the object of evaluation and depth of analysis required are suggested. The future prospects of research in the field of assessment of effectiveness of crisis management with the aim of practical application of methods of assessment for meat processing enterprises of the Ukrainian agroindustrial complex are defined. Testing of the proposed methods for assessment of effectiveness of crisis management was carried out on the Ukrainian enterprise OJSC «Lugansk meat-packing plant».

Assessing the financial stability of commercial organizations and activities on its increase
Abstract
For ensuring modern level of competitive production stable activities of an organization is required, in connection with what the problem of ensuring financial stability is actualized. This requires further study of methodological maintenance of assessment of financial stability, predictive analytical work of an organization related to the identification and prevention of financial difficulties. The use of effective techniques for assessment financial stability of an organization will allow to develop recommendations on how to improve and expand the capabilities of information and analytical support of management by business entity. The aim of the work is to study the existing methods for assessment financial stability and the development of measures to improve the financial sustainability of an enterprise. To achieve this goal, the following objectives are defined: carry out comparative analysis of definitions of financial stability and refine its concept as the most important object of analysis; review existing methodological approaches to the assessment of financial stability - carry out an analysis of financial stability of an enterprise using the techniques of various authors on a concrete example; identify the factors negatively affecting financial stability; determine parameters characterizing the financial stability; make recommendations to improve financial stability of an organization. In this paper, using the techniques of various authors, assessment of financial stability of a particular company is carried out. Using peer evaluation method of financial stability, based on the totality of particular criteria and calculation of complex indicator of financial stability, the probability of bankruptcy of an enterprise is revealed and the prognosis of financial difficulties is composed. According to the results of carried out analysis of financial stability of the factors adversely affecting financial position of the company are defined and recommendations on increasing financial stability, including the acceleration of capital turnover in current assets, replenishment of net worth, regular assessment of solvency on the basis of examining of cash flows and others are developed. It is concluded that in order to prevent crisis situation in the financial performance of an enterprise and increase of financial stability it is necessary to carry out a series of preventive measures.

Abstract
The article compares and analyzes the existing models of competitiveness of enterprises; as a result multidimensional dynamic model of competitiveness of companies is suggested. In the course of study the hypothesis, according to which strategic management is a major factor in the competitiveness of enterprises and the vector of development of national economy is tested, causal relationships of strategic management, competitiveness of enterprises and economic development of the country as a whole are revealed.

BUSINESS MANAGEMENT AND ECONOMICS (PART 2)
Abstract
The article discusses creative role in the economics of business management with its human capital, but realized on condition its meaningful target focus on the creation of the consumer. At the same time, business management is its «Achilles’ heel»: from the perspective of business economics its hired staff produces not a profit but surplus value, profit is the work of exceptionally consumers. It is shown that besides the two known basic entrepreneurial business management functions (marketing and innovation), there is a third – a permanent extension of human capital of an enterprise, without regard of which the first two can be of little help in achieving acceptable economic results. The definition of the concept of «enlightened business management» as marketing-oriented eupsychic management for technically trained workers and it is necessary in forming social partnership in business management. In this context, enlightened business management acquires the status of social and economic potential for progressive transformation of human civilization in conditions of a new economy and at the same time can be considered as a kind of manifestation of patriotism in market relations.

Abstract
Within this scientific article the author gives results of the research conducted in this case in a number of comprehensive schools of the city of Kaluga realizing practice of coeducation of children with limited opportunities of health and children who don’t have any restrictions in the usual classes which aren’t special (correctional) classes. According to the results of this research, quality of inclusive education in many respects depends on models of management by comprehensive schools.

Service as the key of success in business
Abstract
Under the growing rate of competition the index of service is becoming one of the tools of successful business. The article presents the typical situation of buyers and sellers relationships. The work should be carried out according to two directions: 1) with the basic consumers. It is necessary to gather information about them and then classify it in order to single out different types of consumers with characteristic requirements; 2) with potential consumers for mending contact. In this case mailout, presentations, contacts on telephone and personal calls are used. This category of consumers is no less important. Whereas throughout the year part of firm customers gets lost, thus it is necessary to maintain and increase it exactly by means of potential clients. It also discusses the conditions for competitive advantages by means of increasing service level of the company.

CURRENT INDICATORS OF SOCIAL AND ECONOMIC DEVELOPMENT OF ECONOMICS
Abstract
The achievements of modern science and technology increase the gap between the size of anthropogenic load and “carrying capacity” of natural environment. The program of economic growth should include the definition of the following positions: system of aims of social development in long term and short term perspective; periods of the end of purposes; resources that should be marshaled for the yield of intended purposes within predetermined deadlines; peculiarities of formation of resources (who, how much and in which deadlines should present it); organizational forms for the solution of the posed tasks. In this regard qualitatively different vision of economic processes and phenomena, which is in the need for an addition to the environmental pillar of economic growth as the main acting force of social and economic development of economics is noticeable.

Institutional environment as a factor of ensuring economic security
Abstract
Mechanism of functioning of the system of economic stability can be effective in short term and long term period only in the transition of economy of the country from resource organization to the innovative development and ensuring of high competitiveness of domestic product. At that it is necessary to create institutes that allow operatively to monitor the system of economic security, to identify the basic factors violating functioning of the given system and ensure it by modern techniques of increasing effectiveness. In the article the mechanism of functioning of the system of economic stability is described, the basic problems of the given system are identified. The basic directions of development of institutional environment in the light of the latest political and economic events are presented.

ISSUES OF INVESTMENT POLICY OF INDUSTRIAL ENTERPRISES IN CURRENT ECONOMIC CONDITIONS
Abstract
This article deals with the problems of investment policy of industrial enterprises in modern Russia, taking into account regional and industry characteristics. The main directions of improving investment attractiveness of enterprises of an industrial sector together with the investment policy of state are defined. Frequently regions avoid as much as possible from the protection of investors, shifting the task on the federal level that is inefficient and impractical. In the absence of guarantees risk of investment projects increases, which in turn undermines all efforts to create favorable investment climate.

From the Economic Councils to clusters. Part 2. Economic councils in 1957-1965 years
Abstract
In this article (second on the proposed topic) problems of creation and functioning of the Economic Councils in 1957-1965 in the former Soviet Union are viewed. As it was shown in the first article, in 1917-1932 economic councils have played a crucial role in the creation of the socialist economy. At the same time, the revival of Economic Councils in 1957 was motivated by a similar situation, namely postwar recovery of the national economy, development of industrially backward regions, development of natural resources of the country. Accordingly, the territorial form of industrial management in conjunction with the industry was designed to promote economic development of regions as well as country in the whole. The article highlighted positive and negative factors of economic development under the control of Economic Councils, the conclusions on the use of good practices for the development of regional economies are made.

The problem of information exchange of separate economic agents working on micro economical level, was studied before now without influence of temporal factors on the efficiency of this interaction. This article studies the mechanism of influence of temporal factors on the efficiency of information search and describes the computation algorithm of optimization of transactional cost of information search taking into account changes of efficiency of search through time.

Competition and state regulation of economy of the Russian Federation
Abstract
Now in Russia there are two contradictory terms, with the growth of rights of enterprises and decrease of the powers of governing bodies, we increasingly see the emergence of monopoly and breach of contractual obligations. In some situations, the existence of monopolies is certainly useful, but the state should keep an eye on further development of situation in the market, establish strict control over the activities of monopolies and prevent abuse by their situation. The goal of the research is to find the main shortcomings of antimonopoly system of legislation, also need on settlement of ratio of monopoly and competition is noted, the situation on the market is analyzed and possible measures on the solution of problems of market mechanism are proposed.

Economic essence of activity of Call-centers and specificity of their work in inbound and outbound consulting
Abstract
Outsourcing is one of the most dynamically developing services for business in modern Russia. Large companies tend to delegate a number of business processes to other organizations and spin out on expenses. Outsourcing of remote informing (call-centers) largely simplifies the conduct of business provided that high competitiveness requires direct advertising of new products or technical support of existing clients on services and facilities of the company. Thus the basic feature of distant informing is the possibility of inbound and unbound phone support.

Abstract
In the article the content of notions «service» and «service sector» is viewed. Nowadays active widening of service sector and correspondingly growth of number and types of rendered services takes place. In connection with this the classification of basic types of services is suggested. As a criterion of classification of basic types of services it is recommended to use a sphere in which the service is immediately given: in the economic sphere, in the social sphere and simultaneously in economic and social sphere. Necessity of state regulation of economics
Abstract
The state interferes with economics for a long time already and there is no doubt. Influence of state on economics and necessity of influence is predetermined by a certain process of development of economics as a whole and as well as society. According to the degree of production and economic activity there appeared and sharpened many social and economic problems that are not solved at once or can’t be solved on such level that is OK for everybody. Market economy excels its own primeval possibilities at maximum self regulation. New problems appearing on the degree of its development create a question on the fact that state participation in market management is completely solved. According to this reason, disputes between the experts are only about measures of their participation.

Abstract
In the article the problematic issues of planning of development of housing construction are investigated. It is noted that existing in practice subjective and not always solid approaches to planning leads to the disbalance in the development of territories (in particular, territories of municipal formations) to the ineffective expenditure of budgetary means of consolidated budget of all levels, as well as to the lowering of investment attractiveness of housing construction for investors and developers. The object of research in the presented article is the housing construction on the territory of the urban district of Samara. The subject of research is management processes of planning of development of housing construction.

FOREIGN EXPERIENCE OF PUBLIC-PRIVATE PARTNERSHIPS AND POSSIBILITY OF USING IT IN RUSSIA AT CONSTRUCTION OF OBJECTS OF SOCIAL IMPLICATION IN THE SPHERE OF EDUCATION
Abstract
The article discloses the foreign experience of public–private partnership and possibility of using it in Russia at construction of objects of social implication in the sphere of education. Suggested to use in Russian practice the form of public-private partnership “private financial initiative” has advantages for educational sector: improvement of the quality of service at construction of objects of social implication in the sphere of education by means of attracting skilled developers on a competitive basis; educational sector doesn’t bear the costs on full repairs and maintenance of objects but pays only for materials and staffing expenses. Certain benefits gains private sector, taking part in the scheme of private financial initiative: it receives stable and long–term work from proved major customer, receives additional income from state for work done as interest and so on.

State regulation of labor market
Abstract
In the article various aspects of state regulation of labor market are substantiated. State regulation is viewed as a multi-level process consisting of a macro-level, regional level and micro-level. There is a description of the use of instruments of state regulation in the countries with advanced economies.

ncrease in labor productivity as necessary condition of competitiveness of the Russian economy
Abstract
The reasons for the slowdown of the Russian economy and the main trends in changing of its structure are considered in this article. The level of labor capacity in Russia is compared with one in various countries as in whole, and in the same industries. The lag in volume production on a number of manufacturing industries is analyzed and the reasons for the low rate of investment in fixed assets are assessed. The main directions of improving labor capacity, which should enhance the competitiveness of Russian production on the world market and ensure the welfare of the population, are proposed.

Labour migration: basic notions
Abstract
Labour migration – is the process of movement of labour resources from one states to another with the aim of further employment on better conditions than in their state. Apart from economic approaches international migration depends on also from political, cultural, ethnical, family and other factors. Because of existence of present factors the labour migration is a constituent of a more comprehensive notion – international labour migration and this process is not directly connected with the employment of a person.

MATHEMATICAL AND INSTRUMENTAL METHODS OF ECONOMICS
EQUATIONS OF NONLINEAR DYNAMICS OF CRISIS PHENOMENA FOR MULTIFACTOR ECONOMIC SYSTEMS
Abstract
In the published paper, a mathematical model of dynamic behavior of nonlinear multivariable economic system in crisis. Balance equations of the system are described by coupled nonlinear differential equations. The emergence and development of crisis of economic system is preconditioned by critical changes in the specific growth rates of production factors. The results of numerical solution of these equations and analysis of the model is made for the economic system, formed by three factors of production.
