The article evaluates the peculiarities of state regulation of economy and economic processes, as well as evaluation of the effects, their effectiveness and necessity in modern conditions of development.

The article reveals the features of participation and methods of state regulation of the market, and generates positive and negative aspects of intervention of state regulation.

The article is devoted to such global problem as the crisis of national relations during large historical period – from the beginning of the XX century to the modern times. Author had concentrated his attention on the question of state administration in the sphere of ethnical processes. One of the most effective methods is the so-called consociation. Program implementation of a forecasting method on the basis of the recurrent scheme of Kallman in VBA EXCEL is offered. The results can be applied to predict asset returns in the securities market and in problems of portfolio investment.

In the published article the mathematical model of singlefactor stochastic dynamics of enterprise development is suggested. The equations of balance of the system describe a random process of continuous and increasing output of distributed production factor. It is shown that the inclusion in the proposed model of a random external disturbance factor leads to a significant departure from the classical deterministic model of smooth development of an enterprise.
