Quality and competitiveness in education: problems of management and ways of solutions

Abstract

The paper deals with the issues of managing the quality of education in the context of educational institution competitiveness. Outside regulators are analysed which influence the behaviour of an educational system, such as global, regional and local. Mathematical simulation methods for predicting the process of managing the quality of education are considered. A cybernetic system of managing quality is proposed, which is based on formalization of management processes and creation of hardware for their quantitative description.
