Abstract
Since the transition to a market economy has decreased the effectiveness of the implementation
stated in the constitutional law of the country social functions. The main reasons
are the declining birth rate, increasing mortality, reducing growth of migration movements.
Cause of increased mortality in Russia experts call: deterioration of life quality, reduction of
available medical and medicinal help, the uncertainty in their future and the future of their
children, etc. If the bulk of the working population finds ways and means of existence, those
who could not adapt in the situation of an abrupt transition from one system to another because
of physical or other reasons, the state must guarantee their rights. These guarantees
are carried out through the implementation of social policy.
