Abstract
This article analyzes the features of regional political process and strategies of territory elite at present stage. The necessity of profound definition, ideological and axiological ground of the prospect of institute of regional elite and formation on this basis of integrative strategies, which depend on socially significant efficiency of regional development is pointed out.
