This article is devoted to the integration processes study, their
concept, content and meaning in modern Russian economy and
the relevance of integrated structures formation in the government
economic policy implementation.

In this work, we described and analyzed the process of compiling
a menu, which exists in the health complex “Berezka”. We
calculated the duration and cost of the whole process and the
duration of each stage separately. All actions included in this
process are classified into 3 categories according to the analysis of
added value. On the basis of the classification the diagram of
Harrington is built in the coordinates of “costs—cycle time”. This
work contains the rationale for the exclusion of activities that do
not add value neither for the consumer nor for the organization,
as well as the rationale for changing the order of steps in the
process. We recalculated the cost and duration of the changed
process “menu planning”, obtained its diagram of Harrington.

The article reveals the inter-budgetary relations in the form of the totality of all forms of relations between the federal budget, the budgets of RF subjects, local budgets and budgetary institutions for income differentiation and distribution issues between the budgets of different levels of the budget system, division of expenditure obligations of budgets, formation and reallocations of budget funds for the purpose of using them to maintain a certain balance in the budget and the implementation of socio-economic problems.
