Abstract
In the article it is said that no organization has a complete set of internal capabilities and resources to achieve its goals. It encourages organizations to seek new forms of improving their activities. In particular, the attraction of resources from the environment is carried out or outsourcing opportunities are used. Currently, there is a tendency of a widespread use of outsourcing in the government authorities of state and municipal level.
