Greening as a factor in boosting of provision of urban amenities on the example of urban district of Samara

Abstract

The article is devoted to the issues of redevelopment of an urban environment (on the example of large cities of Samara and Togliatti) and the most important element of redevelopment – greening. The author raises a question on reforming local self–government in the city, makes conclusion that for this a completely new approach – on the basis of system approach «bottom – upwards», that is from a person who is the essence of local self–government is needed.
